These comprise the temples, markets, arena, docks, university and residential districts of the city. The city itself is divided into ten districts, the Imperial District located around the Tower itself, and nine others grouped around it. The Imperial City grew up around the White-Gold Tower, originally the seat of Ayleid rule of Cyrodiil. The Imperial City, as it appears in the intro of The Elder Scrolls IV: Oblivion
